Continue working on wish 82900

- Add a toggle action that the user can switch on or off to show legal
  moves in the board

This time it's finished enough that I will close the wish.  The things
remaining now is an icon for the action and some minor bugfixing (see
the TODO file).

NOTE: This commit adds a new toolbar.  Before testing you must make
      install.
