Journals are notes and some people put their TODO items in one or more notes, 
because KOrg is quite big for such a simple task. These people then want 
Alarms for the notes (TODOs). Also, where is Journal == History defined? In 
the rfc? I thought it was leagal for a journal to have an alarm.
