CVS commit by wildfox: 

* Constify DOMImplementation & SVGDOMImplementation methods
* Add defaultDocumentType() which returns a "name" "public" "system" dtd for kdom,
  and "svg:svg" "http://..." "http://.." for ksvg2 (removes the need for DocumentFactory)
* Completely remove the DocumentFactory iface (had to adapt all ksvg2 public api tests)
