The local (not installed yet) foo.h must be found before the installed 
$KDEDIR/include/foo.h, since the latter could be outdated.

I regularly run a script which detects mis-positioned $(all_includes) (but it's
hard to make it generic due to $(VAR), and it doesn't support multiline directives,
so I haven't committed that script).
