Why? There is nothing wrong with GPL code in libraries, especially out of kdelibs.
libkonq mostly exists for sharing code between konqiconview, konqlistview and kdesktop,
and the three of those are GPL - so why should the code they share be forced to be LGPL?

Take e.g. konqdrag: Reggie wrote it as part of konqiconview, initially, which is GPL. 
Why should I have to rewrite it, just to be able to share it with another piece of GPL code?

Check kdepim/libkdepim for another example of a library with GPL and LGPL code.
