Hmm this is pretty evil, no? Now kapp->config() will give a different 
configuration file for all applets which are run in a proxy, not just 
systray. Shouldn't one rather fix the systray (and whatever other offending 
applets you have in mind) so that they use
KConfig( locate( "config", "kickerrrc" ) ) instead of kapp->config()?
