CVS commit by mklingens: 

Add initial version of the KCM for configuring AutoStart from KioskTool.

It's not suitable for KControl integration yet as it lacks stuff like
dependency tracking (disabling e.g. apps that depend on Kicker when disabling
Kicker itself), but it's a start.

I'm working on the integration with KioskTool, but that is not done yet.
