No.
The plan is to support e.g. kdenonbeta/viki/.qt_minversion (a file containing only "3.3")
but right now only fixuifiles supports that :)

The idea would be to disable the subdirs that contain a higher requirement than
your kdelibs version, by putting them in DO_NOT_COMPILE.
Feel free to hack on acinclude.m4.in :-/
