Well, Frans wasn't too far off.  It was generally agreed on core-devel 
recently that all stuff involving reorganizations in KControl should wait 
until KDE 4.  Again, this isn't disagreeing with new location, but just that 
we should constrain ourselves to only changing the KControl organization at 
fixed intervals.

This is mostly a reaction to the fact that almost every release someone 
decides that it's time for a major KControl reorganization (which this of 
course isn't...).  I personally often have trouble finding things because 
they move around so often.  I've heard similar complaints from more "normal" 
users.

Aaron mentioned starting a branch for KControl reorganizations pending KDE 4.  
I think this would fit well there.
