CVS commit by kalass: 

 - removed --noi18nbasetag because correct behaviour is not optional ;-)
   the file i18n/subdirs will be retrieved with head and with the global 
   tag if that tag is set on the file. My algorithm for that probably 
   sucks bad time, optimizations are welcome.

 - introduced an explicit TAG_OR_BRANCH variable and removed all those strange
   CHECKOUT_OPTIONS derivates by using the correct TAG_OR_BRANCH parameter
