Ok, this is the version which is supposed to have the feedback incorporated.

The changes in a nutshell:

* Filename conventions gone.
* Technical Recommendations section back, added the new paragraphs(package/kcm/, and kcm*.{kcfg,desktop})
* FDL is back.
* general small fixes, dead links etc.
* The stuff agreed on kde-usability.
