Wrong. If you look at Makefile.am in kdebase/kcontrol/input you'll see that 
this file is included either from core or from xcursor directory, depending 
on whether your system has xcursor.

This does not work with unsermake because unsermake does not change working 
directory before compilation.

As a workaround do 
$ cd kdebase/kcontrol/input && make
It should compile just fine.
