CVS commit by aclu: 

- "About this manual" overview chapter added to the beginning
- Added "valgrind" to optional requirements section
- Removed the "Python" and "PHP" chapters (no contents yet, too detailed stuff 
for a user's manual)
- Added new chapter "Configuring KDevelop" in front of "Getting started..."
- "Getting started: the application wizard"/"New projects"/"Initial steps" 
elaborated in more detail.
