This sort of disqualifies you from making decisions on how the popup dialog
should behave not to annoy users, doesn't it? :)

That's not the point, I think, we're talking about the popup dialog, which
DOES appear to all users by default.

Do they? It's so annoying that I doubt it. They'll keep being prompted,
but at least once they make a decision for a site it will remain.

It does that indeed, but I think that's what we want. Once you choose whether
a site is a good one or a bad one, you shouldn't be asked over and over again.

Actually, given that kcookiejar --author doesn't return anything,
it's kind of difficult for anyone not following development very actively,
to figure out who's the maintainer of that code (no AUTHORS file either).
