The discussion was on kde-usabilty long ago, and I took the task of 
implementing the global short-cuts. This is in fact an old patch I was 
reminded I hadnt commited because of the kde-devel discussion.

So far konqueror has kept its own short-cut trough a non-transparent hack, 
that only works if the user havent defined two global shortcuts already. This 
fixes the hack, and gives two options for tab-navigation globally.
