CVS commit by mklingens: 

accounts.xml -> KConfig.

Finally committed...

This will cost everyone his account info from the .xml file, but as we
never released a Kopete with account support I'm not planning on a
kconf_update script. People who have run CVS versions should also know
stuff might break somewhere...

It *also* costs the account info from people who migrate from 0.6, but so
did CVS until today anyway since the KopeteAccount code. I consider this
unacceptable for 0.7, so we need a kconf_update, but I just realized that
it is a bit useless to postpone my commit just because of this...
