as nobody wants to review my patch posted to kde-multimedia I'll go ahead and commit \
                it :)
- disable Actions submenu in Noatun popup-menu if it contains no items.
- add API to use KAction in aboves Action-menu, suits KDE3 much btter, the old \
non-KAction API is still there and wrapped around (not sure if this is BC, that's why \
                I wanted a review)
- Add a KActionMenu to Noatun popup-menu which is listing the vis-plugins so you \
easily disable/enable them instead of clicking through the prefs all the time
