CVS commit by staikos: 

A privacy (P3P) widget for a privacy control module, to be used by
Konqueror P3P settings once the P3P parser monstrosity is done.

This is just a first draft and heavily derived from a screenshot of
AT&T's Privacy Bird.  We should a) improve more on it.  b) make it more
our own design.

I just needed a template to get all the important things from.
