Yes, having the interfaces in designer makes it much easier to make changes 
and it allows UI-designers, who aren't necasserily developers, to easily 
propose changes based on mock-ups made with designer.

I would say that whenever you make changes to a UI it is a good moment to 
consider moving the thing over to designer.
