CVS commit by antlarr: 

Fixes a very bad hang of kicker's taskbar (and so, of the whole kicker) when
having windows in desktops outside the valid range. One of the main ways to
make this possible has been fixed in kstart, but we want kicker to be
rock-solid, so it's better that it can "stand up in trouble times".
