kdeclassic didn't inherit from any icon theme? Yes, that's a bug then :)
But it wasn't too big as themes which don't inherit from any icon theme 
automatically inherit from the default one (crystalsvg currently). Anyway 
it's good to mention explicitly the inherited theme as maybe some artists 
take that index.desktop file as an example to see the available options.
