For some reason that's not happening for Kaplan.

Maybe it's because of the noMerge="1" attribute in the kaplanui.rc 
file for all menus.

I actually have to set noMerge="1" in all the KMail menus in order for 
the KMail menus to merge into the Kaplan menus which seems strange.

With noMerge="1" KStdActions don't work in KMail. And with or without 
the noMerge="1" they don't work when the KMail part is embedded in 
Kaplan.
