'Peripherals' is done.

Please note that I've not yet removed this code from
the modules they were previously in, so currently there
will be some duplicates.

This commit isn't over yet.

Changes:
+ rename "Shortcuts" to "Keyboard Shortcuts"
+ merge Accessibilty/Mouse with Periph./Mouse
+ merge Access./Keyboard with Periph./Keyboard
+ Make Periph./Keyboard's "Options" tab come first
+ Make Periph./Keyboard/Options/Switching Policy moved to the Advanced tab
+ Rename "Window Class" to application in Switching Policy

TODO: (volunteers needed)
+ more testing :)
+ Peripherals/Keyboard needs QWhatsThis-ification big time.
