A changed version of Malte's fix for urls with a "/" at the end (e.g in minicli).

Changed part of the patch as it caused another bug as konqi checks the
hostOrURL url from notifyChanged against its own host() + url.path() rather 
than reusing the favicon::simplifyURL function. Therefore favicons for urls 
with a slash wouldn't work in konqi :)

Sharing the function is not ideal, so therefore I made some changes to the 
logic of applying "removeSlash". I.e for external communication its not
done, but for the cache and config files it is.

Most detailed commit log i've ever written in any case :)
