* Add new global reference Arts_MCOPInfo
* Added new interface MCOPInfo, which publish internal mcop information
  (needed for dcop-mcop bridge)

Started to rewrite the mcop-dcop bridge + framework for
dynamic dcop call processing done

TODO:
Data marshalling/demarshalling
And do the mcop calls on the objects....
