Frankly I'm surprised some simpler approach hasn't worked. A big
brouhaha erupted about where python modules should actually be stored
(under the install prefix or in a standard Python site-packages
directory).

Nobody came to any satisfactory conclusion; even I was torn between
the two policies, though my code was written in favor of
site-packages.

So, I quietly decided to let others hash it out with the intention of
submitting the orthogonal portions of my patch at a later time.
