This is probably because perl isn't in the PATH environment variable 
when using GUI applications like MSVC IDE. See 
http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/environment_variables.mspx?mfr=true \
 how to set environment variables.
