As a matter of fact that is exactly what is going on. Details are given in 
kdelibs/kinit/README and on http://www.suse.de/~bastian/Export/linking.txt 

Sorry it took me so long to find the links. Also, after KDE2 startup, you 
will notice a bunch of processes with the name "kdeinit: ****" in the output 
of "ps aux". All of these are started that way.
