IMHO it's a bug fix. But OTOH it could be implemented as part of 
support for aliases, i.e. if the entered word matches an alias expand 
the alias else expand the word to a local address by adding a 
@localhost. But nonetheless the bug should be fixed before KDE2.2.

A good place for a fix of this could be in KMComposeWin::applyChanges 
just before mMsg->setTo(to());
