That was it. The files in $KDEDIR/share/templates had the wrong settings.

I'll put 2.2-alpha2 on one of our lab systems and let you know if I see the
same thing.

That's not where the Templates come from anymore, they come from
$KDEDIR/share/templates.
Please check the permissions there.

Can you update to KDE-2.2-alpha2 to see if the problem is still there ?
