ok, this is already planned. it will work about like this: when
all currently running x sessions are locked, a spare login display
is started. if some other session is unlocked and nobody is logged on 
the spare display, it is removed.

you requested the option to explicitly open a spare login ... possible.
this display would go away after about a minute, if nobody logs in.

you requested, that kdm should detect, if a certain user is already 
logged in and switch to this console ... no, i won't do this. it may
be desirable (for whatever reason) to log in the same user twice.

another thing i won't do is running the login on another vt than
the sessions. this would be a resource hog.

panel applet to switch vt's ... very interesting. i'll consider it.
