Maybe Marc changed this in his filter patch. I didn't apply his patch 
and the "help" button is indeed at the right. On the left are the four 
buttons "up", "down", "new", "delete". And in the middle are "ok" and 
"cancel".
If this ordering changed with Marc's patch this bug can be closed.
