Ok. According to Werner, this is because the file dialog in KOffice is sometimes used
with a filter dialog - try importing a CSV file, you'll get a few options inside the file dialog.
And that doesn't work well with the splitted view (it leads to three parts in the dialog...).
It could (it should ?) - but it doesn't and that would be up to the kfile guys :)
Werner says: "it would be strange to have that option enabled sometimes and
sometimes not".... Not too sure about that, the filter widget doesn't appear often yet.
