Hi!
I now got a situation where NO tooltips are displayed
just some minutes ago that worked as dicribed in the bug report

BTW
the tooltips are jumping - aparently depending on the position of the cursor 
over the icon - IMHO it would be better to attach the tooltips to the cursor 
so they show up always at the same location relativ to the cursor
Hmm. Due to the limited space on the screen there must be one primary 
location and more secondary location taken if the primary location does not 
allow to show the tooltip.
