Use "focus follows mouse" for window behavior.
Open a konsole.
Use kicker.
RMB konsole and elect fullscreen without clicking on konsole with the LMB.
Konsole goes fullscreen, yet kicker/kdesktop stay on top!!

When going fullscreen, the application should not allow any other
application to be on top of it, or at least not kicker/kdesktop.
