It is a Qt issue, but konqueror/kdesktop do things a bit differently from other
Qt apps: it tries to decode the URLs as soon as the drag starts.

I have removed the assert so the bug is mostly fixed, but dragging the URL on some
items will show a wrong 'drop refused' sign or the other way round (not refused
where it should be).

Dropping on the current dir seems to work though.
