Hi, somebody just submitted this problem, which is true indeed.
For root (language set to English), the tooltips work fine.
For another user, with language set to French for instance, all tooltips
show "No info available" (well, the French equivalent of it).

From kpanel.C line 419, it seems info_label's text never gets changed,
not even by showToolTip(s) (though s contains the correct value)

Oh I see. QToolTip::add is called even though tooltips are _disabled_.
Enabling tooltips in kcmkpanel fixes it.

=> it's still a bug, kpanel shouldn't show dummy tooltips on right click
when tooltips are disabled. It should either show the correct one (preferred)
or none at all.
