I am pretty sure 4fc2782a3d5de3a484a7e122b0ba3915b3685a03 will fix this. Will
poke Neon maintainers and see if they can get the patch in.

I have been trying to update the system on a LTS system and I couldn't
reproduce the issue. (even without the patch)
