Using a different dir is indeed the solution. However
1) I would name it more generically so that users installing templates don't
have to redo it again for kf6. Maybe kde-newfile-templates?
2) We need to make sure to adapt everything that was assuming share/templates.
This includes kdelibs4support/src/kdecore/kstandarddirs.cpp (where the string
table needs to be regenerated as per the comment, after changing a string - I
can do this part once we agree on the name), KDE4_TEMPLATES_INSTALL_DIR in
kde4support, TEMPLATES_INSTALL_DIR in ECM,
the code in kio obviously, etc.

Not sure what you mean by "the same problem", I thought *that* was we were
talking about here, the templates for the "create new" menu.
