Can you try to change it to something else like Ctrl-Alt-Tab and test again?
Can you test with a new user (with vanilla setup)?

This usually happens due to configuration issues.

Other:
- Which distribution are you using?
- Do you have the possibility to install Plasma 5.3 or 5.4? These things have
changed a lot since 5.2.
