So the thing is: We need to find a solution for offering per-activity system
settings anyway if we want to really unlock the power of Activities. Currently
we have per-Activity settings for power management (and I think it could be
solved better than how it is there), but it should not remain the only place.

Long story short: "It can't go in system settings as it's changable per
screen/activity." might be kind of a valid argument at the moment (though power
management settings show that it isn't really), it should not be.
