Sigh, locking the collapsed state of dockers doesn't make sense when  you
consider that someone with limited screen realestate might want to collapse a
docker to see more. That's not the same as locking the layout so that panels
cannot be accidentally moved. Its interesting to note that locking a docker
locks that collapse but it doesn't lock the ability to move the divider. Not
that I want that to be the case but, in my opinion, it shows the inconsistency
of the design.
