The entire UI cale with with the magnifier on Plasma 5.3 on OpenSUSE
Tumbleweed. I think it needs immediate attention as to aid the visually
impaired user base. It would be great if you guys could fix this as Gnome has
issues with it's magnifier a well, and due to thee isue I haven't been able to
use Linux for a while :(.

Reproducible: Always

Steps to Reproduce:
1. Hold down meta and + at the same time.

Actual Results:  
The UI elements scaled with the zoom effect.

Expected Results:  
UI elements shouldn't scale to fit magnifier.

This issue only occurs when Breeze is use as the theme. Other themes suffer
from this as well, yet the elements are blurred and transparent.
