The next activity global shortcut in plasmashell doesn't work.

I've tried the default and switching to a new shortcut.  When I press the key
combination, nothing happens.  The same is true regardless of the focus.  The
same is true for previous activity.

I have two activities.  I've tried stopping and starting the activities.  That
doesn't help.

Meta+Q works to bring up the activity menu.  I can switch activities that way. 
I can tell that the key strokes are being recognized, as if I do Meta+Q to
bring up the activity switcher, then press Meta+Tab, the switcher goes away. 
But I don't switch activities.

Reproducible: Always

Steps to Reproduce:
1. (optional) update the next activity keyboard shortcut
2. input the next activity keyboard shortcut

Actual Results:  
Nothing happens

Expected Results:  
Switch to the next activity
