Main shortcut is managed by X.org, the set of possible key combinations is
hardcoded, Alternative shortcut is handled by KDE, you can select any valid
combination not taken by another app. But KDE's shortcut does not work if
dropdown window is open etc. But x.org's shortcut has its own problems (see the
saga here https://www.libreoffice.org/bugzilla/show_bug.cgi?id=865)
So choose wisely ;)
Merging those two together may make a lot of sense from user's point of view
but technically will be quite a task and the end result may still not look as
unified as one wants.

Many keyboard layouts have symbols in 3rd + 4th levels (besides lower and upper
case, and some actualy have more), 3rd level usually is selected by pressing
right alt (but you can assign another shortcut) you can use "Preview" feature
to see what's there.
