When moving the default panel to the right side of the screen it stops
following the Autohide checkbox.

It behaves as if the Windows Go Below setting was checked.

Reproducible: Always

Steps to Reproduce:
1. Change the behaviour of the panel to Autohide
2. Move the panel to the right side of the screen
3. The panel doesn't hide when losing focus


Expected Results:  
The panel should hide and the autohide highlight should appear if the mouse
hovers around the right side.
