No. That doesn't do it. With that change, I still get this error:
"SvREFCNT_inc" is not exported by the Devel::Peek module
Can't continue after import errors at
/usr/lib/x86_64-linux-gnu/perl5/5.20/QtGui4.pm line 25.
BEGIN failed--compilation aborted at
/usr/lib/x86_64-linux-gnu/perl5/5.20/QtGui4.pm line 25.
Compilation failed in require at /tmp/qt.pl line 2.

If I add the referenced patch from the Red Hat bugzilla (which was originally
an Ubuntu patch - see
http://bazaar.launchpad.net/~ubuntu-branches/ubuntu/vivid/perlqt/vivid/view/head:/debian/patches/perl5.20.diff
) then the trivial test case from the bug succeeds, but with warnings:
use QtCore4;
use QtGui4;
Subroutine Qt::GlobalSpace::_UTOLOAD redefined at
/usr/lib/i386-linux-gnu/perl5/5.20/QtCore4.pm line 1304.
