I just figured out which process is stealing the screen edges -- it's
NoMachine's nxserver. I couldn't use xkill to kill the window but after I
stopped the nxserver process, the problem went away.

I'll submit a bug to NoMachine and we can close this one. It appears that this
issue was introduced in NoMachine's free remote desktop server version 4.2.27.
