Thanks for the bug report.

How exactly do you create the folder? If I create it in a shell with mkdir,
then it shows up in the view as a file of "Unknown" type with the name
"Rom�rio". But the same happens in the file dialog, so it's not a Dolphin issue
(maybe related to https://bugs.kde.org/show_bug.cgi?id=165044 ?).

Strangely enough, the "Unknown file" turned into an accessible folder after
some time, but you're right that creating a Places Panel entry and trying to
open it results in an error message.

It doesn't work in the file dialog of, e.g., KWrite either though, so I think
it might not be a Dolphin bug. I hope that KIO is the right product.
Unfortunately, I'm not really familiar with encoding issues myself.
