Kwin seems to ignore that option, placing windows "randomly".
Looks like either primary screen, or screen where application was last closed
from. Does KWin keep track of this??

Reproducible: Always

Steps to Reproduce:
1. Make sure that KDE menu is on screen different than primary one
2. From KDE menu, start some Gtk or Java desktop application, prefably one that
docks to system tray (may not be related though).
Actual Results:  
Application windows seem to be open elsewhere than "screen under cursos".

Expected Results:  
Application window (if it spawns automatically) should open on screen with
mouse pointer (the one application was started from).

Forcing does seem to work with KDE applications, but fails with Java/Gtk apps,
especially those docked to system tray - typical case for instant messangers).
Stil it is strange since they should rely on KWin to do placement normally.
I can reliably reproduce problem with apps like Ekiga, Jitsi...
